Mark Hall-Digweed heads the Infrastructures department, where he has developed the team to deliver project management, land agency and property consultancy services to utility, public sector bodies and civil engineering organisations. The team is very successful and has grown to attract large clients such as Network Rail. Mark was also appointed in 2010 to lead Carter Jonas’s cross divisional Public Sector Group, where he is responsible for developing clients with complex multi-faceted requirements.

Marks primary skills include multiple site management, high level negotiation and dispute resolution, programme management and the implementation of new systems, estate management, as well as compulsory purchase and compensation work. He has high levels of experience in all of the above.

Property Cost Estimate for the acquisition of property interests along the Phase One section of the HS2 route.

HS2 is the proposed high speed rail link between London and the North of England. Phase one involves linking London to Birmingham. The linear nature of the project means it will be constructed over a variety of land types of ranging shapes and sizes in both urban and rural areas. Carter Jonas were instructed to provide a property cost estimate for over a thousand property interests along the phase one part of the route to help establish the value of land and property to be acquired under the provisions of the Hybrid Bill. The instruction required attention to detail and good knowledge of the urban and rural markets.

The property interests included: agricultural land, woodland, urban land, residential property, commercial buildings, and commercial land. Carter Jonas first had to aggregate a list of over seven thousand property interests to ensure no duplication of land parcels. Members of the Carter Jonas infrastructure Team were able to utilise Carter Jonas’s extensive cross divisional knowledge to create a methodology with which to approach the property cost estimate. The team gave a detailed and accurate estimate of value for each property interest. The efficiency of the team meant the task was completed to a very good standard within the short time frame required by the client.
