Carter Jonas’s Regeneration, Retail and Town Centre Consultancy Team was instructed by Southampton City Council to help inform the preparation of the City Centre Action Plan (CCAP) and Core Strategy Partial Review (CSPR).
Carter Jonas advised Southampton City Council on the potential economic capacity for new retail floorspace in the City Centre over the short, medium, and long term based on the latest population and expenditure growth forecasts. The forecasts took into account the impact of the economic recession and growth in internet shopping on the need for new retail floorspace, and also tested the ‘sensitivity’ of the forecasts based on changes in the City Centre’s current and future market share.
We were subsequently retained by the City Council to act as their expert retail planning witness at the CCAP Examination in Public (EiP) held in April 2014. The Inspector found that the evidence base was robust and the revised (lower) capacity forecast could be supported.
The Inspector also concluded that the proposed changes to the CSPR and the CCAP were necessary to ensure that the retail policies are justified, effective, and consistent with national policy.
