Notice of the intention to sell the property has subsequently served by our client to the City Council; therefore a moratorium period of six months has commenced allowing the nominating group the opportunity to prepare a bid for the building, during which time the property cannot be sold on the open market. The registration expires on 11 January 2018. Community Infrastructure Levy Winchester City Council adopted its Community Infrastructure Levy (CIL) on the 8th January 2014 and it was brought into effect on the 7th April 2014.
