LOCATION

The Property is located on the edge of the village of Twyford, which is situated on the western outskirts of the South Downs National Park. Twyford lies about 3 miles south of Winchester, 12 miles north of Southampton and 70 miles southwest of London. Distance to Junction 11 of the M3 motorway is about 1 mile and to Junction 5 of the M27 south coast motorway is 6 miles.

PLANNING

South Downs National Park The statutory development plan for the area, against which all proposals for development will be considered, is the South Downs Local Plan (SDLP) which was adopted by the National Park Authority in July 2019. The site is located outside the settlement boundary as defined din the SDLP; however Strategic Policy SD25 does allow development outside of settlement boundaries, subject to a number of criteria, including where there is a proven need for the development that cannot be met elsewhere.

Under Policy SD28 there is recognised need for specialist housing for older people across the SDNP (circa 90 units per annum). Proposals within Use Class C3, would be subject to affordable ehousing - 50% on 11 or more units, and a sliding scale between 3 - 10 units. SD29 states that schemes delivering 100% affordable ehousing are acceptable in principle on sites outside the settlement boundary, but must be supported with up to date evidence of community need.

There is an identified need within Twyford of 29 homes for the period of 2014 – 2033 under Policy SD26 through sites allocated in the Local Plan or in Neighbourhood Development Plans. The site may also lend itself to other uses, such as education, nursery or retirement living, subject to the necessary consents.

Twyford Neighbourhood Plan The draft Twyford Neighbourhood Plan was published in November 2019 for consultation on 13th January 2020. It included a specific cpolicy (Policy HN8) for the expansion of Orchard Close to provide additional facilities for the elderly. However the draft plan is only at pre-submission stage and therefore may be subject to further amendments prior to formal adoption by SDNP.

Five Year Housing Land Supply The South Downs National Park Annual Monitoring Report produced for the period 1st April 2018 – 31st March 2019 indicates a robust 5 Year Housing Land Supply position. According to Winchester City Council’s online mapping system, there are no recorded Tree Preservation Orders within the site.
