Planning permission was granted by Oxford City Council under reference 20/01085/FUL on the 30th June 2020 for the change of use from offices (use class B1) to 1. five-bedroom dwelling house (use class C3).
The change of use is subject to a number of conditions which are as follows:

1 The development to which this permission relates must be begun not later than the expiration of three years from the date of this permission.

Reason: In accordance with Section 91(1) of the Town and Country Planning Act 1990 as amended by the Planning Compulsory Purchase Act 2004.

2 The development permitted shall be constructed in complete accordance with the specifications in the application and approved plans listed below, unless otherwise agreed in writing by the local planning authority.

Reason: To avoid doubt and to ensure an acceptable development as indicated on the submitted drawings in accordance with policies RE7 and DH1 of the Oxford Local Plan 2036.

3 Prior to occupation of the approved dwelling, details of the cycle parking areas, including dimensions and means of enclosure, shall be submitted to, and approved in writing by, the Local Planning Authority. The development shall not be brought into use until the cycle parking areas and means of enclosure have been provided within the site in accordance with the approved details and thereafter the areas shall be retained solely for the purpose of the parking of cycles.

Reason: To encourage the use of sustainable modes of transport in accordance with policy M5 of the Oxford Local Plan 2036.

4 The development hereby permitted shall not be occupied until the Order governing parking at Iffley Road; has been varied by Oxfordshire County Council as highway authority to exclude the site, subject to this permission, from eligibility for resident's parking permits and residents' visitors' parking permits unless otherwise agreed in writing by the Local Planning Authority.

Reason: To ensure that the development does not generate a level of vehicular parking which would be prejudicial to highway safety, or cause parking stress in the immediate locality, in accordance with policies RE7 and M2 of the Oxford Local Plan 2036.

5 Prior to the first occupation of the approved dwellinghouse a vehicular parking layout and access plan showing a parking area for a maximum of one motor vehicle shall be submtited to, and approved in writing by, the Local Planning Authority. The approved parking plan shall show boundaries around the proposed parking area that ensure that the parking area cannot be enlarged or altered to enable an increased parking provision. Notwithstanding the provisions of Part 2, Classes A and B of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) the approved parking area shall not be enlarged, altered or increased in size and no additional vehicular access shall be created from the application site onto the highway other than that approved as part of the vehicular parking layout and access plan. Prior to the first occupation of the approved dwellinghouse the approved scheme of vehicular parking and access shall be completed.
Reason: To ensure the minimum necessary residential vehicular parking is provided in this sustainable location in accordance with policy M3 of the Oxford Local Plan 2036.
