In autumn 2020, we launched the first phase of our Live Local Plan Monitor, an interactive online platform that analyses adopted local plans, emerging plans, consultations and housing land supply.

Ten months on, it now includes all of the English regions and Wales, with further coverage of the UK planned. To view our Live Local Plan Monitor, click here.

The web-based resource is unique in providing an up-to-date snapshot of local strategic planning and creates a level of insight not previously available. It does this through a series of interactive web pages displaying local authority boundaries, key towns and cities and road networks in the context of information on the adopted local plan, emerging local plans (and the regulation stage reached), stated housing land supply and opportunities for submitting sites for development suitability assessment. 

The tool is supporting developers, landowners, Central Government, those responsible for major infrastructure projects, Government bodies (e.g., Environment Agency, Natural England), local authorities and members of the public. 

The Live Local Plan Monitor also provides insight into local government reorganisation, an increasingly regionalised approach to strategic planning, and provides important information on Local Plan adoption, which is instrumental in addressing housing needs.

Carter Jonas in the news

Acting on behalf of private landowners, we marketed the c.1.7 acre development site which benefitted from an Allocation for residential development in the Kirklees Local Plan.

After a competitive bidding process, local developers, Worth Homes, were selected as the preferred purchaser. A contract was agreed which was conditional on them securing planning permission. Reserved Matters Approval was secured in August 2021 with a successful sale completion shortly thereafter.

Our Masterplanning Team has helped successfully challenge an appeal for non-determination by Basildon Borough Council for the development of 122 apartments on Runwell Road in Wickford, Essex.

The site is located on the north side of Runwell Road, just inside Wickford Town Centre.  An appeal hearing was held on July 8, 2021, and the Inspector allowed the appeal by decision dated September 14, 2021.

Glen Richardson, Associate Partner, represented the client, Gateway House (Wickford) Limited on urban design matters.  He argued that the location of the site, coupled with supportive planning and design policies in the borough’s existing and emerging Local Plan and town centre masterplan, signalled that the site was an ideal location for two, six-storey apartment blocks to help define and “announce” the entrance to this side of the town centre.  The Inspector agreed and allowed the appeal subject to a number of conditions.

The South West planning team, based out of our Bristol hub office, recently secured consent for a trade retail unit to be used as retail, storage, distribution and offices.

 The 1375 sq. m site, owned by property investment company Cooper Estates Development Ltd, had been occupied by HSS Tool Hire until November 2020.
 
The unit’s proposed new occupier is a wholesale distributor and supplier of security and audio-visual equipment. Sales will take place from the site, both commercially and to the public. However, the need to fulfil online orders required planning consent for distribution and office uses, together with the existing retail use. No exterior alterations are proposed.
 
Willow Mercer, a senior planner in the Bristol team, said: "Carter Jonas has been involved with this scheme for some time - our Industrial experts led on its sale to Cooper Estates, and then secured the incoming tenant - so we are extremely pleased to continue their success achieving a change of use consent with no objections or onerous conditions. The application process was supported by our geospatial team undertaking the required measured building survey and producing plans for the planning application."
 

David Gregory, Investment Director of Cooper Estates Development Ltd commented: "From an investment point of view, it is fundamentally important to have achieved this range of uses. The ability to process online orders from an existing unit is an important requirement, bearing in mind change in the market, making this a highly desirable unit for both the immediate tenant and for future tenants. Working with the various teams in of Carter Jonas has been smooth and effective, enabling us to get the project over the line and to subsequently secure a tenant quickly and efficiently."

Colin is a Partner and was appointed Head of Planning & Development Division in November 2020, he is based out of our Cambridge office.  He has over 25 years’ experience of planning consultancy and has a broad sphere of work.  He acts for a wide range of private, institutional and developer clients and has worked on significant planning applications and appeals.

He regularly instructs Counsel, and has appeared at a number of Local Plan examinations and in Section 78 and other appeals where he has often given evidence.  He carries out much land promotion work and has a strong track record of delivering planning consents taking projects through their entire process from site identification to construction on site.  

Away from work, Colin is Chairman of the Cambridge Forum for the Construction Industry and of the Cambridge branch of networking group, Interact.  He is also Chairman of the Dining Rights Committee at the Hawks’ Club, a sporting club in the City for Cambridge University sportsmen. He is a regular, if poor golfer, a keen cyclist and a committed, but somewhat less dangerous skier than he once was.

He has worked at CBRE and Drivers Jonas Deloitte. His professional experience is in three main sectors – Strategic Land / Projects, Retail / Mixed-Use and Central London. Strategic Projects / Land involves the promotion of land for commercial and residential development for landowners and developers. Retail / Mixed-Use schemes are a blend of edge of centre and town centre mixed-use schemes with food stores and other uses, often residential. This sector includes regeneration and waterside schemes. Central London focuses on projects from Canary Wharf to Hammersmith and Camden down to Wandsworth, Southwark and Lambeth.

When he isn’t working, Nick can be found playing golf (increasingly badly) and spending time re-stocking and emptying his wine cellar to indulge his passion for wine.
