Guildhall and Corn Exchange Redevelopment

Carter Jonas has secured planning permission and listed building consent on behalf of Cambridge City Council for the transformation of Cambridge Guildhall and Corn Exchange, two of the city's most significant civic and cultural buildings.

The approvals form a major milestone in the wider Cambridge Civic Quarter regeneration programme, which seeks to revitalise the historic heart of Cambridge and ensure it remains fit for a 21st-century city.

The Civic Quarter project encompasses the Guildhall, Corn Exchange, Market Square and surrounding public spaces, creating a vision for a more accessible, sustainable and vibrant civic centre. At its heart is the sensitive refurbishment and extension of two landmark Grade II listed buildings that have played an integral role in Cambridge's civic life for generations. The Guildhall has served as the seat of local democracy for over 800 years, while the Corn Exchange remains one of the region's premier entertainment venues.

The approved proposals will transform the Guildhall into a more flexible, inclusive and sustainable civic building. Works include extensive refurbishment, carefully designed extensions, roof-mounted plant and photovoltaic panels, alongside significant internal reconfiguration. The scheme will deliver a fully wheelchair-accessible Civic Chamber for the first time, create new public-facing spaces including a café and atria, and bring underutilised workspace back into active use.

An equally ambitious programme of works has been approved for the Corn Exchange. Improvements will enhance accessibility, audience comfort and operational efficiency through new entrances, upgraded facilities, additional bar spaces and a fully accessible backstage environment. The revitalisation of Parsons Court will create an attractive and welcoming external space, while associated works to adjoining buildings will support the city's evening economy and strengthen the venue's role within Cambridge's cultural offer.

A defining feature of the project is its commitment to sustainability. The Guildhall is being delivered as a pilot project for the UK Net Zero Carbon Building Standard and designed in accordance with rigorous EnerPHit principles, establishing a new benchmark for the retrofit of historic listed buildings. At the Corn Exchange, energy consumption is forecast to reduce by more than 60%, demonstrating how heritage assets can meaningfully contribute to climate objectives while preserving their historic significance.

Carter Jonas provided full planning services as part of the Civic Quarter consultant team led by Cartwright Pickard Architects. Our role included developing the planning strategy, coordinating the submission process, and undertaking extensive engagement with planning officers, statutory consultees and key stakeholders both before and after submission. Through proactive collaboration and careful management of complex heritage, sustainability and operational considerations, the project secured no technical objections from consultees and achieved first-time approval at planning committee. The Guildhall proposals won “Future Project of the Year” at the 2026 East Prop Awards.
