Phase 7: Perrybrook, Brockworth, Gloucester GL3 3SP Outline Planning Permission for up to 290 Dwellings in a Net Developable 13.47 Acres (5.45 Ha)

Phase 7 of the Perrybrook development is located to the eastern edge of Gloucester, adjacent to both Gloucester Business Park and Junction 11A of the M5 Motorway. The site is some 3 miles to the east of the City centre, and is also only 5 miles to the south west of central Cheltenham.

The Perrybrook development is a 1,500 dwelling urban extension to the northern edge of the Gloucester village of Brockworth. The large village has an estimated population of 7,386 (2011 census), along with multiple employment sites (including the Gloucester Business Park, with occupiers such
as BAE Systems, Direct Wines, Ageas insurance and Virgin Active), a secondary school (Millbrook Academy), 3 no. primary schools and various retail and leisure offerings, to include a Tesco Extra superstore, post offices and gyms.

Phase 7 of ‘Perrybrook’ is currently separated from the wider scheme by the Valiant Way dual carriageway. It comprises level agricultural land bound to the north by the A417, to the south the Hucclecote Bypass/Delta Way and to the west by the M5 Motorway. The wider Phase 7 extends to approximately 29.70 acres and is to be accessed via new roundabouts to both Delta Way and Valiant Way.

The Phase 7 residential land offered for sale has an anticipated Net Developable Area estimated at 13.47 acres (5.45 hectares).

The ‘employment land’, to be retained by the vendors, is consented to comprise B1 (office and light industrial) and B8 (storage and distribution) uses on c.8.15 acres. However, a December 2020 Drainage Survey confirms that some of the employment land will be required to provide attenuation to service Phase 7. The purchaser will be required to construct a balancing pond to the northern corner of the Phase – exact land take and location to be agreed - via a build licence.

Earlier phases have already been sold, subject to reserved matters applications, and dwelling sales have commenced.

- Phase 3 – Linden Homes – 225 dwellings

These phases implemented respective highways works, with A417 works now complete, Mill Lane works anticipated to complete in February 2021 and the ‘spine road’ up to Phase 4 to be contractually completed by mid-2022.

Perrybrook (189 acres approx) is in receipt of an outline planning permission (ref:12/01256/OUT). Initially receiving a resolution to grant permission in August 2014, the site was ‘called in’ by the Secretary of State, who then approved the application in March 2016.

The overall consent provides for 1,500 residential dwellings (inc. extra care), 8.15 acres of B1/B8 employment, A1-A5 community hub, a D1 health facility, a 4.94 acre primary school, and 59.3 acres of formal and informal public open space, to include a sports hub around the existing rugby club and allotments.

A Section 106 and Planning Conditions tracker, setting out obligations contractually agreed with the developers of earlier phase and those proposed for Phase 7, is provided in the online Data Room.

If the Local Planning Authority requires the construction of the Valiant Way roundabout to be implemented in addition to the Delta Way junction, to sevice up to 290 dwellings, this will be be the responsibility of the purchaser.

The outline planning permission for Perrybrook pre-dates Tewkesbury Borough’s adoption of CIL and Phase 7 is subject only to Section 106 obligations as follows:
