THE OPPORTUNITY

LOCATION

The site is situated to the north east of Ely city centre and lies within an area designated as “Conservation Area Zone D”. The immediate environs are mostly residential in character with a diverse range of housing.

There is a bowling green lying to the south of the site, with a children’s play area to the north. The eastern boundary is formed by the high wall of the Paradise Sports Centre and to the west abuts the rear gardens of the residential dwellings which front onto Lynn Road.

The site is well located to provide pedestrian access to the city centre and is 0.7 miles from Ely Railway Station, which provides services to London termini at Liverpool Street & King’s Cross;
Cambridge, Stansted Airport, King’s Lynn, Birmingham, Nottingham, Sheffield, Manchester and Liverpool.

Ely is situated approximately 14 miles to the north east of Cambridge, returning a population of 20,256 in the 2011 census and is a well serviced centre, with an extensive range of state and independent schools, shops, employment facilities and historical landmarks.

The city is well connected by road, with easy access to the A10 and A142, both of which provide connections to the wider network.

PLANNING

A resolution to grant full planning permission, application reference 20/00730/FUM, was approved at Committee on the 4th November 2020, subject to the agreement and signing of a Section 106 Agreement.

There is a full planning summary, with approved plans, documentation and draft Section 106 Agreement situated within the Microsite.

The Section 106 Agreement will include:

• Library financial contribution £495
• Primary School financial contribution £34,852
• Affordable Housing defined as “Discounted Open Market Homes” with sale prices fixed at £100,000 / dwelling for each initial unit disposal and thereafter by restrictive covenant on Title.

East Cambridgeshire District Council elected to adopt the Community Infrastructure Levy (CIL) in December 2012, and which took effect from the 1st February 2013.

The original charging schedule was updated in January 2020 and the site falls within Ely Residential Charging Zone B, which was increased after indexation to £102.97/m² and will be applied to the open market element of the scheme.

THE SITE

The site extends in total to approximately 0.42 acres (0.17 hectares) and was previously occupied by the Paradise Swimming Pool, which has been demolished and the site cleared. The site is accessed via the public car park to the south of the Paradise Sports Centre.

TENURE

The site will be sold freehold and all Title plans can be viewed within the Legal section of the Development Microsite.

VALUE ADDED TAX

The site has not been opted for VAT.
