Carter Jonas strengthens Infrastructure Team recruiting Paul Astbury as new Head of Compulsory Purchase

Paul Astbury has recently joined the firm as a Partner and new Head of Compulsory Purchase, working within our Infrastructure team. Paul, who will be based out of our HQ in London, will work closely with the Planning and Development teams across the country, providing a market-leading compulsory purchase service to local authorities and developers on UK-wide regeneration schemes.

Paul joins from GL Hearn, where he worked for ten years. As Head of Compulsory Purchase, Paul advised developers and promoters on the securing of compulsory purchase powers, and acquiring land in advance of powers to reduce risk and shorten the overall development programme. Previously, Paul spent 16 years at Transport for London, including leading its Crossrail property team. As part of his role, he helped formulate the property and compensation policy relating to the Crossrail Bill, working closely with the Department for Transport.

Throughout his career, Paul has been involved with some of the largest regeneration projects in Western Europe. These include, the Jubilee Line Extension, Crossrail and the Channel Tunnel Rail Link which runs between the Channel Tunnel in Kent and the new passenger terminus at St Pancras International station. Paul is currently involved in the Brent Cross Cricklewood Regeneration scheme which covers 150 hectares in North London and when completed will deliver 7,500 new homes together with a significant amount of new retail, business, hotel and leisure space

Mark Hall-Digweed, Head of Infrastructure, commented,
“Paul is a leading industry figure and brings over 25 years of specialist CPO expertise to the company. His appointment will significantly strengthen our national advisory offer and help to ensure that the team provides a truly cross-divisional service, advising clients from both the public and private sector.

“As we continue to expand and grow market share, it is essential to maintain our deserved reputation for professional expertise and reliability. With Paul’s extensive experience and industry knowledge, I am confident that we are well positioned to do both.”
