Peter is an Associate Partner within our Oxford office. He has worked in public sector planning for a number of years and has been involved in the preparation, scrutiny and adoption of Local Plans, the consideration of planning applications and acted as expert witness in appeals. Since joining Carter Jonas, Peter has represented a variety of clients (including large scale developers, universities and public sector bodies) at Development Control Order (DCO) hearings, planning appeal inquiries and Local Plan Examinations in Public.

Cherwell District Council has recently launched a public consultation on a new Local Plan. This will be called the Local Plan 2040.

The Council’s first step has been to publish a Community Involvement Paper, which identifies some of the issues that a new Local Plan may need to address, although it does not detail any proposals or policy options at this stage. Written responses to the detail of this paper are now invited.

In addition to this, the Council is also undertaking a ‘Call for Sites’ exercise as a part of a review of both its Housing and Employment Land Availability Assessment (HELAA) and its Brownfield Land Register (BLR).

This is an open invitation to landowners, developers and community groups, who are interested in having land considered for a range of different uses, to submit specific information on sites they would like assessed. It will require the preparation and submission of a written representation, together with an appropriately scaled OS map showing the boundaries of any sites submitted.

CHERWELL DISTRICT COUNCIL – NEW LOCAL PLAN 2040

The Council is looking for land, both greenfield and brownfield, that meets the following criteria:

  • Located in Cherwell District Council’s administrative boundary
  • Of at least 0.25 hectares (0.62 acres) in area
  • Able to accommodate five or more dwellings if proposed for residential use
  • Able to accommodate 500sqm or more if proposed for employment space (e.g. commercial development).

This information will be used to help planning officers understand which sites across the district may be available for development.

The deadline for submissions is 11.59 pm on Monday 14 September 2020.
