Members of the Retail and Town Centre Consultancy Team have advised Warwick District Council on plan-making, decision-taking, and strategic visions for its three main town centres of Leamington Spa, Warwick, and Kenilworth since 2002.
This advice has ranged from the preparation of a series of evidence-based retail and town centre studies, underpinned by household telephone, street, and business surveys, to advising on the planning (sequential and impact) merits of major applications for new out-of-centre food-store and retail warehouse floor space.
As part of our advice we have reviewed and revised the town centre boundaries and primary shopping areas in the three main towns, and identified a robust NPPF-compliant local impact threshold. We have also successfully acted as the Council’s expert witness at Local Plan and Appeal inquiries. At an early stage in our advice to the Council we identified the need for major new retail investment and development in Leamington Spa to help the town maintain and strengthen its overall vitality and viability in the face of growing competition from neighbouring centres (including Coventry and Banbury), and out-of-centre shopping and leisure destinations. Following the identification of a suitable site in the town centre, Warwick District Council has selected a development partner to help deliver a new retail and leisure mixed-use scheme in the heart of Leamington Spa. We are currently advising the Council on the planning and economic benefits of this major new investment.
